How would you change timeouts?

Q: On a recent episode of Deep Look, you mentioned prospective new rules for timeouts. Here is the best reason to not allow for substitutions, resetting the stall count, etc. Ultimate is already dominated by offense; we do not need any more benefits (and I’m an O-line handler myself). High level ultimate needs turnovers, like grass tennis needs breaks of serve.
You maybe right about substitutions creating more breaks, but it also increases the specialization of players. Not sure I like that. It feels like a get-out-of-jail-free card to allow you to have players that are just crazy athletic but cannot throw a disc.
